Street Excavation

Excavation Requirements

Excavation of any Street or Alley in the City of Mount Carmel must obtain an Excavation Permit. 

Excavation Application

Sec. 19-35. - Excavation permit.

That any person, company or corporation that desires to excavate or break any concrete, brick or bituminous pavement or oiled earth surface of any street or alley must obtain a street excavation permit from city hall 631 N Market Street. At which time the person, company or corporation shall agree to repair the excavation as stated below:

Concrete, asphalt pavement on concrete, asphalt pavement on crushed stone or stabilized base:

The pavement shall be removed to any joint within five feet of the excavation. Before breaking any pavement, the edges of all pavements to be removed shall be saw cut to full depth. After the necessary work has been completed, any excavation over three feet in depth shall be filled with sand to a maximum of 12 inches above any pipes, followed by flowable fill or CA-6 (one-inch minus road pack) mechanically compacted in lifts not to exceed 12 inches at any one time. The edges of the excavation area must be pinned with a minimum of ½-inch rebar no more than 18 inches apart. The excavated concrete shall be replaced with a minimum of 4,000 PSI concrete having a thickness one inch greater than the existing pavement but not less than eight inches.

When the existing pavement is surfaced with asphalt, the concrete patch shall be poured to the top of the original surface.

The procedure for repair of any excavation less than three feet in depth will be determined by the street superintendent or his designee.

Cold mix is not permitted.

Brick pavers on concrete base:

The brick pavers and concrete base shall be removed for a minimum of one foot on each side of the excavation. Before the concrete base is broken, the edge of the pavement to be removed shall be saw cut. After the necessary work has been completed, any excavation over three feet in depth shall be filled with sand to a maximum of 12 inches above any pipes, followed by flowable fill or CA-6 (one inch minus road pack) mechanically compacted in lifts not to exceed 12 inches at any one time. The edges of the excavation area must be pinned with a minimum of ½-inch rebar no more than 18 inches apart. The removed concrete shall be replaced with minimum of 4,000 PSI concrete with a thickness not less than five inches. A one-inch sand cushion shall be spread over the concrete base, and the brick pavers are to be placed on this cushion to match the existing street. Once the brick pavers have been laid, masonry/paver sand and cement with a mix ratio of one to one shall be swept into all voids and the pavement shall then be thoroughly wetted. Additional sand-cement mix is to be applied as necessary to completely fill all voids. An excavation in any street improved with paving bricks shall be repaired with the use of paving bricks in a manner to be determined by the superintendent of streets.

The procedure for repair of any excavation less than three feet in depth will be determined by the street superintendent or his designee.

Cold mix will not be permitted.

Stone/gravel surfaced alleys:

The existing surface shall be removed for the width of the excavation only. After the necessary work has been completed, any excavation over three feet in depth shall be filled with sand to a maximum of 12 inches above any pipes, followed by allowable fill or CA-6 (one inch minus road pack) mechanically compacted in lifts not to exceed 12 inches at any one time. Leveled and tamped in place to match the existing surface.

The procedure for repair of any excavation less than three feet in depth will be determined by the street superintendent or his designee.

Cold mix will not be permitted.

Oiled earth streets/alleys:

Remove the existing surface as required to make the excavation.

After the necessary work has been completed, any excavation greater than three feet in depth shall be filled with sand up to a maximum of 12 inches above any pipes, followed by flowable fill or CA-6 (one inch minus road pack) mechanically compacted in lifts not to exceed 12 inches at any one time. The fill shall not exceed six inches from surface, followed by a minimum of 4,000 PSI concrete to existing surface.

The procedure for repair of any excavation less than three feet in depth will be determined by the street superintendent or his designee.

Cold mix will not be permitted.

Sec. 19-36. - IDOT.

All materials shall be in compliance with the Illinois Department of Transportation Standard Specifications for Road and Bridge Construction, current edition.

Sec. 19-37. - Overnight excavation.

Any excavation to remain open overnight shall be covered with traffic bearing steel plates or filled with compacted granular material topped off with six inches of CA-6 (one inch minus road pack). If prior approval is obtained lighted barricades may be used to detour traffic.

Sec. 19-38. - Time of completion.

Final repairs, including any patchwork or brickwork, shall be completed within seven days from the time that the excavation has commenced, unless special permission is granted by the city. Temporary patches, both hard surfaced and aggregate, shall be maintained by the applicant until such time as the permanent patch is placed and accepted by the city.

Sec. 19-39. - Contractor registration.

Prior to the issuance of a permit, the applicant must have a valid city contractor registration.

Sec. 19-40. - Fee.

A charge of $25.00 must be paid for permit to excavate or break any street or alley.

Sec. 19-41. - Penalty.

Any person, partnership, corporation, or other entity who shall make any excavation or break any concrete, brick, asphalt pavement or oiled surface of any street or alley in the city, without first complying with the terms of this article shall be guilty of a Class "C" misdemeanor and shall, upon conviction, be fined in any amount not to exceed $500.00. It is further agreed that the superintendent of streets or his designee shall be notified in advance to allow inspection of both backfilling and pavement repairs. Any violator may also be subject to a civil penalty as provided in chapter 1, section 1-10 of the Code of Ordinances.
