Installation of driveway culverts or pipes that are to be installed on city right of way are required to obtain a permit through the street department.  Anyone requesting pipe installation should contact the Public Works Department with information as to area of installation.  The street foreman will determine size, amount, and type of pipe needed. 

Culvert Application

Sec. 19-12. - Culvert installation.

 (a) Any landowner who wishes to install a culvert in a ditch and/or driveway within the city limits, shall first obtain a permit from the city by making application to the city and paying the applicable fee;

(b) Such application shall include, but not limited to, the following requirements:

(1) Shall provide detailed drawings of the proposed ditch culvert and or driveway culvert including property lines, proposed type, size, and length of tile, and any type cover material to be used.

(2) Shall provide an easement sign off form from the Mt. Carmel Public Utility.

(3) Shall provide property owner's name, address, and best contact information.

(4) Shall follow all requirements set forth on the application packet.

(c) No culvert may be installed prior to approval of permit.

(d) A fee of $75.00 shall be charged for such ditch and/or driveway culvert permit.

(e) Installation of a culvert in violation of the requirements herein will result in a fine of $500.00.
