The City of Mount Carmel allows one adjustment a Year for Pool Fills.
Sec. 21-14. - Filling of swimming pools.
Individuals owning swimming pools will have to fill them with a garden hose. On a one-time basis per year, the sewer charge will be adjusted to the average of the last six months. Prior to the filling of any pool, the owner should contact the water department at the city hall and the water superintendent and advise them as to the capacity of the swimming pool. The filling of swimming pools with fire hydrants is prohibited.

Leak Adjustments
The City of Mount Carmel has a policy that allows a one time a year leak adjustment for water leaks that are 20,000 gallons above your average consumption. The leak must be fixed before an adjustment is calculated. The adjustment is for a percentage of the leak. The adjustment will not take the bill down to a normal bill.
